		<description>If it had been up to him, I doubt this is a fight that Fenty would have picked. Thanks to our congressional overlords, he didn't have any choice about whether to deal with taxi fares.  Sure, he could have said, "as long as we're being forced to change, we might as well go whole hog and jettison the whole taxicab commission, etc", but he has other priorities, and I think this was the path of least resistance.</description>
