Energy Secy. Steven Chu kicked off a three-day federal “sustainability” symposium today by announcing that the Department of Energy will install solar rooftop water-heating panels on . . . the White House.

“Around the world, the White House is a symbol of freedom and democracy,” Chu told an audience of federal employees, according to Greenwire, the online energy & environment news service. “It should also be a symbol of America’s commitment to a clean energy future.”

Apparently, nobody interviewed in connection with the article sees anything goofy about the mighty DOE and the White House trying to save the planet one rooftop at a time. Nor anything comedic in talking about the future of presidential bath and shower water.

Chu’s announcement came one month after eco-activist Bill McKibben led a demonstration demanding that President Obama install rooftop solar panels. To show that if you will it, it is not a dream (okay, I’m editorializing here), McKibben presented White House officials with a solar panel from Jimmy Carter’s White House.  Initially, they rebuffed him. But now, they’ve taken one small symbolic step back to the future Carter!  Of course, McKibben hails Chu’s pledge as a giant step for mankind.

“The White House did the right thing, and for the right reasons: They listened to the Americans who asked for solar on their roof, and they listened to the scientists and engineers who told them this is the path to the future,” said McKibben, the co-founder of the nonprofit 350.org. “If it has anything like the effect of the White House garden, it could be a trigger for a wave of solar installations across the country and around the world.”

Yup, hardly anybody “across the country and around the world” would be planting flowers or “installing” flower gardens  if the White House had not shown the way via those Rose Garden tours!

Apparently, nobody interviewed by Greenwire wanted to mention the elephant in the room, namely, that McKibben’s symbolic victory is a far cry from the political victory Team Obama and eco-campaigners boasted they would win by enacting cap-and-trade.

Ive got nothing against solar technology, which has come a long way since the Carter days. Nonetheless, outside of certain niche markets and applications, solar is not competitive with fossil energy or even with other so-called non-hydroelectric renewable energies. See slide #21 of the Energy Information Administration’s Power Point presentation on its 2010 Annual Energy Outlook report.

Yes, solar power has enjoyed a rapid growth spurt in Germany, but that is due market-rigging subsidies known as feeder tariffs. If an industry cannot sustain itself without special policy privileges, does it really deserve to be called “sustainable”?

Today’s Greenwire (subscription required) carries a lengthy article on a nasty spat between Robert F. Kennedy, Jr. and California environmental groups over the proposed siting of solar electricity plants in the Sun-drenched Mojave Desert.

Kennedy — like his cousin-by-marriage Gov. Schwarzenegger — wants to allow ”alternative energy” companies to build solar power stations in the Mojave. As the Governator was widely quoted as saying, “If we cannot put solar power plants in the Mojave Desert, I don’t know where the hell we can put it.”

But according to Sen. Diane Feinstein (D-CA), David Myers of the Wildlands Conservancy, and others, the solar stations would wreck the habitat of the desert tortois, a threatened species under the California and federal Endangered Species Acts. Feinstein and Myers support legislation (not yet introduced) to designate 1 million acres of the Mojave as a national monument — an action that would preclude commercial development within the area.

On the surface, it looks like a conflict between those, like Kennedy, who believe that no merely “local” concern should interfere with the quest for a ‘clean energy future,’ and those, like Myers, whose loyalties are divided between saving a particular species and saving the planet.

Two tidbits from the Greenwire article reveal that the situation is a bit more complicated. One is that Kennedy has a financial interest in Brightsource, the company that would be building the solar plants if the Mojave project is approved. The other is that Kennedy opposes a major renewable energy project in his own backyard — a windfarm in Nantucket Sound, near the family compound in Martha’s Vinyard.

Of course, those with any experience of politics should not be surprised if sanctimony walks hand-in-hand with greed, or if the goose insists that sauce is only for the gander.

If the American Clean Energy and Security Act, which passed narrowly in the House of Representatives this week, also passes the Senate, does this mean that we’ll soon replace coal-derived electricity with clean and green solar power? Don’t count on it. Solar has a lot of problems, and those relying on it for the promised “green jobs” will probably be let down.

You might also be interested in the levelized cost-comparisons for building new power plants in 2016 from the Energy Information Administration, helpfully compiled by the Institute for Energy Research.  The cheapest form of energy (assuming a cost of carbon at $15 a ton)? Nuclear.  The most expensive? Solar thermal and solar photovoltaic.

In his speech on the stimulus package Thursday, President (Elect) Obama promised to double alternative energy use in three years. How likely is this?

Well, for a start we don’t use much alternative energy to begin with – slightly less than 7 quadrillion BTU of the 101 quads we use as a nation annually. Of those 7, 2 quads are related to the use of wood as fuel, something which is not normally viewed as environmentally friendly, and 2.5 are hydropower, an energy source once thought as environmentally friendly but now usually opposed as destructive. Of the remaining 2.5 quads, biofuels provide about 1 quad, and biofuels have become increasingly controversial and opposed – rightly – by many green environmental groups (source for these figures here).

So the more “acceptable” forms of renewable energy – “waste” biomass, geothermal, wind and solar – only provide just over 1 quad between them. Wind provides 319 trillion BTU and solar just 80. If these two forms of renewable energy are going to form the basis of Obama’s promise, the increase in scale needed to provide 7 quads between them in three years is simply inconceivable. A seventeenfold increase in these forms of energy would be a vast achievement, and one that would surely be trailed in the speech. It would presumably also require at least a seventeenfold increase in subsidies ($740 million in 2007 – see Table ES5 here) to about $13 billion annually, about the same as the Detroit bailout.

It seems likely, therefore, that, while there will be some wind and solar investment, perhaps some significant amounts, to meet a target of an extra 7 quads of energy, the only feasible source that is scalable to the intense required will be biofuels, but even that will require a massive expansion, and one that will have significant implications for crop prices, food prices and land use. The consequences may prove unacceptable to all but the agribusiness lobby and farm state politicians.

So it seems likely that the target of doubling the use of renewable energy does not actually refer to the full range of renewables at all, but just to those “acceptable” alternatives. This would imply that the target is only 1 extra quad of renewable energy by 2011, which, while it would represent a significant expansion of those industries, would amount to just a “drop in the bucket” of total US energy use. And, as we hear in the debate over ANWR every time it comes up, a “drop in the bucket” is just not worth doing…

It appears that this part of the stimulus package is, at most, a shibboleth.
